I would like to address each of these claims one by one, but I don&#039;t really care anymore.  He was ELECTED twice.  As far as the surplus, that is an ANNUAL surplus that Bush gave back to us.  I remember getting a check for $300.  We were still in debt back then.  our national deficit has increased under EVERY President since Reagan.  All a surplus means is that you didn&#039;t spend what you projected, it can be argued that Clinton had exorbinant funding and since it wasn&#039;t met, we had a surplus.  By the way, I&#039;m better off today than I was 7 years ago.</description>
