If they had exercised due dilligence they never would have needed retroactive immunity. What they were doing wasn't spying on terrorists they were spying on Americans. They wouldn't have had any problems providing evidence to get a warrant against a terrorist. So they were doing something else. I also think that since they have been granted immunity the telecom companies should now be forced to testify about the extent of their complicty with the illegal acts of this administration.
