If they were not, how then would they allow the State Constitution to be usurped? Moving these cases to civil courts, also because the state of Tennessee&#039;s constitution specifically says &quot;No fine shall be laid on any citizen of this State that shall exceed fifty dollars, unless it shall be assessed by a jury of his peers, who shall assess the fine at the time they find the fact, if they think the fine should be more than fifty dollars. &quot; If they can&#039;t get the fines up, they have to let civil court judges determine a &quot;punitive&quot; amount. Even judges are proving themselves to be crooked.</description>
