I think that I may be able to shed a little light (At least my opinion) on the reason that public housing project would have been located out on HWY 48 as opposed to in town. I'm currently looking at homes out in that area in preparation for a move. Real Estate prices are much lower out there than in town. Not to mention that there's a lot more property out there.
