  1. This item is one of the missing requirements on the city’s incomplete permit application to the Army Corps of Engineers that was submitted in Dec. Isn’t it odd, they lined up all that money, saddled the public with enormous new debt, but have yet to get the paperwork right. Now the water park doesn’t fit and it’s not going to coast the original budgeted amount. Laying aside public funds for undisclosed expenditures, gives a person reason to pause and ponder!

When will they admit that the Corps must conduct an environmental assessment, which can take 90 to 180 days in itself, before any decision on a permit will be considered? Oh, and let’s forget the state’s own Dept. of Environment and Conservation approval agency-Water Pollution Control issues and controls Tennessee’s Aquatic Resources Alteration Permits. The city doesn’t have this permit. They need it to construct a marina. They have not yet even applied for one.

    Who’s foolin’ who, here???????
