Clarksville Department of Building and Codes to start accepting Applications for Mechanical Systems Permints January 1st, 2013

City of ClarksvilleClarksville, TN – On January 1st, 2013, the Clarksville Building and Codes Department will begin accepting applications for mechanical systems permits. The permits will be required for all builders and/or contractors who install, enlarge, alter, repair, improve, remove, convert or replace HVAC systems.

The Department will also begin issuing mechanical certificates to people engaged in the HVAC business.“This is a new permit program for Clarksville,” explained Mike Baker, Building Official with the Department of Building and Codes, “and it is the most economical and efficient way we can protect home buyers, insure that new State and Federal guidelines are being met, and support standards in the home building industry.”

In accordance with the ordinance, which the Clarksville City Council adopted in October of this year, there will be a charge of $30.00 for the first $1,000.00 of valuation of the installation plus an additional $5.00 for each additional $1,000.00 or fraction thereof for residential properties. For commercial and multi-family residences, the initial valuation charge is $50.00 plus an additional $5.00 for each additional $1,000.00 or fraction thereof .

“In addition to the permits, Buildings and Codes inspectors will conduct two on-site inspections,” said Clarksville Mayor Kim McMillan. “The first will be when the system is roughed in and the second will be a final inspection completed immediately before occupancy approval is granted.”

“The Department will also check to make sure that the contractor has sufficient general liability and workers compensation insurance before beginning the work. The Department will also assist HVAC contractors by reviewing load calculations for buildings to ensure that the system to be installed is appropriate in size and energy usage for the project. I believe this is an important step in helping the contractor and, most importantly, home buyers in getting a safe, reliable and energy efficient system into their homes,” the Mayor said.

Another part of the ordinance requires that anyone engaging in HVAC business or representing himself as a HVAC contractor must be issued a Mechanical certificate from the Department.

“Before this ordinance was adopted, there were no regulations specifically regarding HVAC installation or repair,” said Mr. Baker. “With new building and systems regulations and the growing housing industry here in Clarksville, this is an important part of the process. I believe that other jurisdictions will soon follow our model.”

The Department will hold an informational meeting for members of the construction industry to introduce the new certificate and permit program beginning on November 27th, 2012 at 10:00am at the Department’s offices on Spring Street in Clarksville. Additional meetings will be held December 12th, and 18th, 2012. All HVAC contractors and builders are encouraged to attend and all members of the public are welcome.
