Clarksville Police Weekend DUI Arrests for February 19th-25th, 2013

Clarksville Police DepartmentClarksville, TN – In an effort to bring more attention to drivers that drink and drive, the Clarksville Police Department is consolidating and publishing the circumstances which lead to the DUI arrest. They are arrests, not convictions. Clarksville Police had 751 DUI arrests for 2012.

Police made 10 DUI arrests from February 19th thru February 25th, 2013.

Dawn Britt, Clifford Campbell , Danny Debord, Zuo Gao, Ronald Johnson, Timothy McGowan, Luis Ramos, David Rogers, Leo Thompson, and Linda Woodhouse were arrested over the weekend by Clarksville Police for DUI.

Leo Thompson

Leo ThompsonOn 02/19/2013 at 20:30 hours, Officer Channing Bartel observed the defendants minivan traveling west on Madison Street towards Crossland Avenue. The van was traveling at a high rate of speed and it had no headlights on. I conducted a traffic stop on the vehicle on Crossland Avenue just past the Madison Street intersection.

On first contact with Mr. Leo Thompson I could detect an odor of an alcoholic beverage coming from his person when he would speak to me. Mr. Thompson voluntarily exited his motor vehicle and performed three SFST’s. During this performance I observed several clues that indicated alcohol impairment. Mr. Thompson was secured and the Implied Consent Law was explained. Mr. Thompson elected to use the Intoximeter at Montgomery County Booking.

Charge: DUI
Bond: $250.

Timothy McGowan

Timothy McGowanOn 02/20/2013 at 19:27 hours, Officer Channing Bartel responded to the area of the of 2690 Trenton Road, Mint Mart for a possible DUI driver. A vehicle tag of TN 401DQT was given to dispatch. I found the vehicle with defendant parked at the Mint Mart, vehicle was running and the defendant was behind the wheel. In plain view was a empty bottle of beer in the center console. Mr. Timothy McGowan had a odor of an alcoholic beverage coming from his person as he spoke to me.

Mr. McGowan voluntarily exited his vehicle and performed three SFST’s. During this performance I observed clues that would indicate alcohol impairment. Mr. McGowan was secured and the Tennessee Implied Consent Law was explained. Defendant elected to the Intoximeter at Montgomery County Booking. Mr. McGowan has one pending DUI in the Montgomery County Court system 10-23-2012.

Bond: $1,500.

Clifford Campbell

Clifford CampbellOn 02/20/2013 at 21:05 hours, Officer J. Matos (6980) responded to a Traffic Offenses at 2241 Fort Campbell Boulevard. I observed a black Chevy Yukon Suv bearing KY 236CYV pulling out of Callees Sports Bar. The vehicle pulled into the middle northbound travel lane directly in front of my patrol vehicle. I ran the vehicles tag through Watson Reporting and the tag came back as expired in 2007. The tag was registered to a 1990 Chevy PK black and gray. I ran the tag through NCIC and the information from Watson was confirmed.

I stopped the vehicle for a registration violation at Sidelines, 2241 Fort Campbell Boulevard. Upon contact with the driver, Clifford Campbell, he stated he did not have a license because it was suspended. I asked the driver to perform field sobriety tests, the driver agreed. When the driver was outside the vehicle I noticed the smell of an intoxicating beverage on his person, bloodshot watery eyes and some slurred speech.

The driver was asked to perform HGN first, I noticed only distinct and sustained nystagmus at maximum deviation. I then asked the driver to recite his ABC’s from A-Z. The driver made it the letter “H” then “R” then “I”. I asked the driver to try and recite his ABC’s again without the letter “R” in the wrong place. He proceeded again and almost made the same mistake again.

I then asked the driver to perform the one legged stand, he put his foot down several times and was using his arms for balance. He put his foot down at 4 and 6. Then began counting by tens once he reached the count of 20. I asked the driver to perform the nine step walk and turn. The driver was unsteady in the instruction phase and missed heel to toe on steps 4, 6, 8 on his first nine and steps 6, 8 on his return nine.

The driver was then taken into custody for driving under the suspicion of DUI. His driver’s license is suspended. Kentucky also did not list a reason for suspension. The driver was charged with the license violation, registration violation, and DUI. The Chevy Yukon was left in the parking lot of Sidelines and the license plate was seized and turned into the State.

Linda Woodhouse

Linda WoodhouseOn 02/22/2013 at 00:38 hours, Officer Keith Jones (3855) responded to a Drugs – Simple Possession at US 41 and Britton Springs Road. While traveling South bound on US 41A, I did notice a brown colored sedan run the stop sign on Hadley Drive and turn onto US 41A. I initiated a traffic stop and made contact with the operator of the vehicle whom was identified as Ms. Linda Woodhouse.

Upon speaking with Ms. Woodhouse, I did notice she had bloodshot watery eyes and the strong odor of an alcoholic beverage emitting from her person. Ms. Woodhouse voluntarily submitted to SFST’s which she performed unsuccessfully. I asked Ms. Woodhouse if she had any illegal substances on her person and she stated yes. Ms. Woodhouse advised me that she did have marijuana inside of her pants. Upon searching the person of Ms. Woodhouse, a clear plastic bag containing a green leafy substance which field tested positive for THC was located in the front portion of her trousers.

Ms. Woodhouse refused to submit to chemical tests to determine the alcohol and/ or drug content of her blood. The clear plastic bag containing the green leafy substance which field tested positive for THC was seized and submitted into evidence. Ms. Woodhouse was transported to Montgomery County Jail.

Charges: DUI, Implied Consent, Simple Possession
Bond: $1250.

David Rogers

David RogersOn 02/22/2013 at 00:43 Officer Channing Bartel observed the defendants vehicle in motion traveling east on Madison Street. A traffic stop was conducted on the defendants vehicle at 2219 Madison Street, Sonic for out of date vehicle registration. The defendants vehicle registration ran out on September 30th. 2012.

On first contact with Mr. David Rogers, I could detect an odor of an alcoholic beverage coming from his person as he spoke to me. Mr. Rogers eyes were blood shot and his speech was lethargic at times. Mr. Rogers voluntarily exited his motor vehicle and performed three SFST’s. During this performance, I observed clues that would indicate alcohol impairment.

Mr. Rogers was secured and the Tennessee Implied Consent was explained to the defendant. Mr. Rogers elected to use the Intoximeter at Montgomery County Booking. Mr. Rogers was transported to Montgomery County Booking.

Charges: DUI
Bond: $500.00.

Dawn Britt

Dawn BrittOn 02/22/2013 at 21:01 hours, Officer Brian M. Coghill (8712) found a vehicle at 1190 48 Hwy (Liberty Park). I saw the suspect vehicle parked next to the bathrooms near the boat ramp. The head lights were on and it was not running.

I found the suspect Dawn Britt slumped over the steering wheel sleeping. I knocked on the window several times trying to wake her. When she woke, she started to mess with the radio. I could not get her to roll down her window. I opened the drivers door and started to talk to her. She had slurred speech and trouble saying some words. She first said she did not have anything to drink. She then changed her story and said she had one shot.

I was able to smell an odor of an alcoholic beverage emitting from her person. I gave her 3 standard FST’s and the Romberg. She did poorly on 3 of them. During the walk and turn she took about 15 steps before I told her to turn around. I then stopped her after 13 steps back. She missed every heel to toe. She put her foot down at count 29 on the one leg stand. She started to lose her balance around 25. For the Romberg I stopped her when I was at one and half minutes into the count.

She was place under arrest for DUI. I read her the implied consent form and she agreed to do a breath test. She was taken to the jail and given the breath test.

Danny Debord

Danny DebordOn 02/23/2013 at 01:20 hours, Officer Brian M. Coghill (8712) made a traffic stop at 855 Kraft Street. I stopped the suspect’s vehicle for running the red light at North 2nd Street and Riverside Drive. He was coming from Providence Boulevard.

When I made contact with the driver, Danny Debord I could smell an odor of an alcoholic beverage emitting from his person. I gave him 3 standard FST’s and the Romberg. During the HGN he would not keep his head still and he could not keep his eyes focused on the stimuli. During the walk and turn he could not stand as he was told to and could not follow instructions. He attempted the one leg stand several times, but could not count past 4. For the Romberg he took 36 seconds to count to 30.

He was placed under arrest. I read him the implied consent form and he agreed to do a breath test.

Charge: DUI
Bond: $500.00.

Ronald Johnson

Ronald JohnsonOn 02/23/2013 at 18:26 hours, Officer John Bushnell (6172) observed a red Ford F-150 drive up on a curb and almost strike a fuel pump at 2699 Madison Street (Shell). Upon making contact with the driver, the officer could detect a strong odor of an alcoholic beverage emitting from the vehicle. The driver was identified as Ronald Eugene Johnson.

When asked for his drivers license, registration and insurance Mr. Johnson seemed confused and slow to respond. Mr. Johnson had trouble handing the officer his drivers license. Mr. Johnson also stated he did not have insurance. A check revealed that Mr. Johnson drivers license was revoked for DUI with an action date of 2/27/2007. Mr. Johnson also has (2) prior convictions for DUI.

Mr. Johnson was also asked to perform field sobriety test. Mr. Johnson had a strong odor of an alcoholic beverage emitting from his person and blood shot watery eyes. Mr. Johnson was given the horizontal gaze nystagmus and did not perform to standard. Officer Bushnell started to give instructions for the walk and turn, but the test was never completed because Mr. Johnson could not follow instruction due to his level of intoxication. The remaining field sobriety test were not given for Mr. Johnson’s safety.

Mr. Johnson also made several spontaneous statements that he had been consuming alcohol. Mr. Johnson was then placed into custody and taken to Gateway ER. While at Gateway ER, Mr. Johnson gave consent to have his blood drawn. Mr. Johnson was then transported and booked into Montgomery County Jail for DUI 3RD, Driving on Revoked and No Insurance.

Bond: $2,000

Luis Ramos

Luis RamosOn 02/24/2013 at 02:36 hours, Officer J. Kurtich (2966) responded to an accident at the intersection of Fort Campbell Boulevard and Durrett Drive. Upon contact with driver Luis Ramos I could smell the odor of an alcoholic beverage emitting from his person. Mr. Ramos´s eyes were bloodshot and watery.

I gave Mr. Ramos three standardize field sobriety test at which he preformed poorly. Mr. Ramos was placed under arrest for DUI. Mr. Ramos was read the implied consent law and he consented to a blood draw.

Mr. Ramos was transported without incident to Gateway Hospital for the blood draw, then to the Montgomery County Jail.

Bond: $500.00

Zuo Gao

Zuo GaoOn 02/24/2013 at 03:53 hours, Officer Zack Upton (1750) and Officer Melissa Smith (4977) observed Mr. Zuo Gao’s car sitting in the left hand turn lane on Peachers Mill with the flashers on. The vehicle then began traveling on Peachers Mill Road and swerved onto the left fog line two times and over the centered dotted line one time.

Officers initiated the traffic stop on the vehicle. Upon contact with the driver a strong odor of an alcoholic beverage was emitting from Mr. Gao. He was had poor balance and attempted three field sobriety tests poorly. Mr. Gao was placed in custody. When officers attempted to get Mr. Gao in the car he began to push against the officers and kick at them.

He was transported to Montgomery County Jail where officers attempted to read him the implied consent law. Mr. Gao became irate and started kicking the partition and refused to answer questions.

Charges: DUI, Implied Consent, Resisting
Bond: $1,000.

Additional Information

For those that provided breath samples for their blood alcohol content (BAC), the ranges for the BACs were from the low of .036 to the high of .188. Two of the drivers had previous DUI charges. One of the DUIs involved a motor vehicle crash. The bonds from $500-$2,000.
