Recreation Services Division of TDEC conducting Facility Assessment for Clarksville Parks

Clarksville Parks and RecreationClarksville, TN – Each February, the Clarksville Parks and Recreation Department updates their annual Strategic Plan. This past February the planning summit with staff was conducted by Gary Jaeckel, from the Municipal Technical Advisory Service (MTAS).

Throughout two days, staff developed Goals, Targets and Measures to serve as a guide for 2013 and into 2014.

One of the primary Goals identified was “Maintain parks and recreation assets in accordance with national standards developed by the National Recreation and Parks Association (NRPA), with one of the measures being “development of a parks improvement plan”.

The initial step into meeting that goal was to request the State of Tennessee, Recreation Services Division Consultants to conduct a comprehensive Facility Assessment.

The Assessment will focus on: detailed existing condition analysis of all parks and facilities; developing a Facility Condition Index (FCI) score; review standardized budgeting and cost accounting for all repairs for park and facility maintenance; assess recreation sites such as pools, skate park, sports fields and assess “non-linear” amenities, such as tables, drinking fountains, signs, benches, etc. ; recommend tracking techniques for pending and resolved issues; review of parkland distribution; facility distribution, compliance with Americans with Disabilities Act and Playground Safety Standards; potential land acquisition and park signage uniformity among several more items.

Recreation Services Consultants will be on site at all City Parks October 2nd and 3rd, with follow-up visits as needed. The final Assessment report is expected to be completed by the end of February 2014.

Mark Tummons, Director of Clarksville Parks and Recreation stated, “We are excited that Recreation Services Division was able to work with our request this year.  I believe from their knowledge and experience they will provide excellent insight into our park and facility system and identify where we are doing things right, where we can improve and how best to get there. “
