Clarksville Police arrest of Panhandler; provides Cautionary Tale

Clarksville Police Department - CPDClarksville, TN – On Wednesday, January 22nd, 2014 at 9:00pm, an Officer from the Clarksville Police Department was flagged down by an employee at the WalMart at 3050 Wilma Rudolph Boulevard.

The WalMart employee stated the individual had been asked numerous times over the past several months to stop panhandling on WalMart property. The Officer made contact with the panhandler and collected all his information.

David St. Romain

David St. Romain, the panhandler, told the Officer that he was currently homeless and without a job, though, during the summer, he works for a lawn care business.

When the Officer ran St. Romain’s name through NCIC, he found that St Romain had an active warrant on file. Also, he had served time in the Florida state prison system for two years following an aggravated assault conviction until his release in November of 2009.

Due to the warrant, the Officer transported St. Romain to Montgomery County Jail. While at Montgomery County Booking, an inventory of his belongings was conducted. Mr. St. Romain had almost $400.00 in cash in his pocket, another $400.00 in his right sock, and $45.00 in pennies in the bottom of his backpack, totaling approximately $800.00.

Prior to transporting Mr. St. Romain to booking, Mr. St. Romain signed a Criminal Trespass form with the understanding he can shop at the Wal-Mart but cannot solicit for money outside on the property.
