Clarksville Police releases update on Two Year Old Killed on East Knollwood Circle

Clarksville Police Department - CPDClarksville, TN – On Monday, May 16th, 2016, Clarksville police officers responded to a pedestrian fatality at East Knollwood Circle near the intersection of Hietts Lane.

Joseph Pennington, the driver, was leaving a parking space at a building with multiple town houses on East Knollwood Circle. Before leaving, he saw a child on a scooter further up the road, but did not see any other children.

As he started backing out of his parking space, two individuals were signaling him to stop his vehicle.

When he got out of his vehicle he found that he had struck 2-year-old Delany Garner.

Delany had been playing in the grassy area between the town house buildings and then crossed behind Pennington’s vehicle as he was backing out of his parking space.

This is still an ongoing investigation.

However, at this time, no one has been charged and we do not anticipate any charges.

The driver is 27-year-old Joseph Pennington from Clarksville

The pedestrian is 2-year-old Delany Garner from Clarksville.

The lead investigator is Traffic Investigator Bill Van Beber at 913.648.0656 EXT 5486.
