Clarksville Police seize approximately 3000 Unlawful Drug Paraphernalia Items from Q Pump on Dover Road

Clarksville Police Department - CPDClarksville, TN – On Friday, June 29th 2018, Alcohol Beverage Control (ABC) Agents with the Special Operations Unit of the Clarksville Police Department went to 411 Dover Road (Q Pump) to give the business a “Good News” letter for doing a good job by not selling to an underage minor who attempted to buy alcohol from the business on June 27th, 2018. 

By doing the right thing, the business helped to deter underage drinking.

While agents were inside of the business, they observed unlawful drug paraphernalia in a glass case. There were metal pipes in the case along with grinders, digital scales, and devices with hidden compartments designed to hide items inside. 

Also, numerous plastic containers containing assorted glass pipes in different sizes and colors were located behind the counter on the floor, for sale. 

Additionally, two black bags were on the floor with numerous assorted glass pipes.  A wooden shelf located next to the kitchen had numerous glass bongs for sale sitting on the shelves.

A total of 1934 assorted glass pipes were seized from the business along with 96 glass bongs, bong bowls, glass rose rods, glass push rods, 29 metal pipes, and 58 pills of Viagra medication that was for sale.

The owner of the business, Fanous Kamel, was misdemeanor cited for Unlawful Drug Paraphernalia.

CPD Agent Jason Smock said, “The Clarksville Police Department wants to educate local business owners about local, state and federal laws that they may unknowingly violate as well as deter the promotion of drug paraphernalia in the community to make it a safer place”.

Quoted, in part, State law T.C.A. 37-17-402 (12) (c) (1-10) classifies drug paraphernalia as:

(12)  “Drug paraphernalia” means all equipment, products and materials of any kind which are used, intended for use, or designed for use in planting, propagating, cultivating, growing, harvesting, manufacturing, compounding, converting, producing, processing, preparing, testing, analyzing, packaging, repackaging, storing, containing, concealing, injecting, ingesting, inhaling or otherwise introducing into the human body, a controlled substance as defined in subdivision (4). “Drug paraphernalia” includes, but is not limited to:

 (C)  Objects used, intended for use, or designed for use in ingesting, inhaling, or otherwise introducing marijuana, marijuana concentrates, marijuana oil, cocaine, hashish, or hashish oil into the human body, such as:

(i)  Metal, acrylic, glass, stone, or plastic pipes with or without screens, permanent screens, hashish heads, or punctured metal bowls;

(ii)  Water pipes;

(iii)  Carburetion tubes and devices;

(iv)  Smoking and carburetion masks;

(v)  Chamber pipes;

(vi)  Carburetor pipes;

(vii)  Electric pipes;

(viii)  Chillums;

(ix)  Bongs; and

(x)  Ice pipes or chillers;
