Background

On October 23, 2009 around 2:20 p.m., a 30 year old male and 21 year old female got into their car in the area of Helton Drive. They were leaving with a two year old which they were babysitting. They saw Kenneth James Moore sitting in a car across the street. The male recognized Moore as a person he had a verbal conflict with approximately a month ago. The couple and the child were in a car traveling down Helton Drive toward Peachers Mill Rd when Moore started to follow them very closely in a Dodge Avenger. The couple decided to pull over and allow Moore to pass them. Instead of passing, Moore pulled in behind them, leaned out of the driver’s side window, shot at the victims multiple times with a handgun, and then fled the scene. Bullet holes were found in the victims’ vehicle in the rear bumper and also caused a tire to go flat. Additionally, at least one of the rounds traveled through the back seat missing the two year old by inches. Since Moore was previously convicted of Aggravated Assault, he was not supposed to be in possession of a firearm.

Anyone with information or knows the location of KENNETH JAMES MOORE, please contact Detective Javier Matiz, at 931-648-0656, ext. 1004 or call the TIPSLINE, 931-645-8477. Moore should be considered armed and dangerous.

The Walgreens at 1956 Madison Street was robbed on two separate occasions—August 24 and September 2, 2009. The robbery suspect used the same methodology in both hold-ups. He walked into the store, approached an employee, and demanded specific type drugs. In the August 24th robbery, the suspect appeared to have something concealed under his coat; on the September 2 robbery he displayed a handgun. In both robberies, the suspect was given prescription drugs and fled the scene. The suspect received over 4,900 prescription pills from the two robberies.

Detective Kevin Rushing was already investigating the first robbery when the second one occurred a little over a week later. He had received a still photograph from the first robbery and was working on identifying the suspect. Initially, Detective Heather Boyce identified ERIC DEWAYNE DAVIS as the person in the photograph. Detective Rushing continued the investigation and released the photograph to the public for additional confirmation of the suspect’s identity. Several citizens identified Eric Dewayne Davis as the person in the photo.

Anyone with additional information, please call Detective Kevin Rushing, 931-648-06NE 931-645-8477

They have occurred over the last two days. The purse snatchings took place in the parking lots of three different stores in different parts of Clarksville. The incidents occurred in the same manner in each of the cases. The female victims all left their purses in the shopping cart while unloading items into a vehicle. In each case a vehicle pulled up next to the cart, a person reached from inside of the car into the cart, took the purse, and then sped off. In one of the cases, the victim saw the person reaching for her purse and yelled, at which time the vehicle left the area without obtaining the purse.

The Clarksville Police Department would like the public follow these recommendations:

If at all possible, do not leave a purse in the shopping cart whether in or out of the store.

Put the purse in the vehicle before you start unloading your basket.

Also try to remain aware of your surroundings when in the store or parking lots; it may prevent someone from catching you off-guard.

If anyone has any information, please call the TIPSLINE, 931-645-8477.

The four year old told the officers, he left the house after his mother fell asleep on the couch. He said he was going to visit his “Nana and Papa”. Officers went to the child’s address and made several attempts to contact Natalie Ballard by knocking on the door and calling on the phone. They were unable to get any response from the mother. Children told the officers that Natalie Ballard was home and had recently opened the door to let her dogs outside. Officers were finally able to make contact with Natalie Ballard after a family member came to her apartment and opened the door. Ballard was found inside of the residence and claimed she had been sleeping.

NATALIE NICOLE BALLARD (B/F, DOB: 5/12/85, Given Address: 500 Kraft Street, Clarksville, TN) was taken into custody and charged with CHILD ABUSE/NEGLECT with a Bond of: $25,000.

The four year was turned over to a family member after Ballard was taken into custody.
