The city’s Fairgrounds Park Renovation Marina Project TDEC Aquatic Resource Alteration Permit application has been approved. With the 2009 rodeo and state fair having been concluded, the July 1st closing of Fairgrounds Park signals the official start of marina construction.
On June 1st, the City of Clarksville received official notice that the Aquatic Resources Alteration Permit for its Fairgrounds Park Marina Renovation Project has been approved. The permit stipulates the city must adhere to environmental protections and controls proscribed by the state and federal law.

Dear Mayor Piper:
We have reviewed your application for the proposed alteration of 6.655 acres of jurisdictional wetland and 1104 linear feet of stream. Pursuant to §401 of the Federal Clean Water Act (33 U.S.C. 1341), the state of Tennessee is required to certify whether the activity described below will violate applicable water quality standards.
Subject to conformance with accepted plans, specifications and other information submitted in support of the referenced application, the state of Tennessee hereby issues certification for the proposed activity (enclosed). Failure to comply with the terms of this permit or other violations of the Tennessee Water Control Act of 1977 is subject to penalty in accordance with T.C.A. § 69-3-115.
It is the responsibility of the permittee to ensure that all contractors involved with this project have read and understood the permit conditions before the project begins.
