Mayor McMillan seeks Attorney General’s opinion on Piper hiring by CDE

City of ClarksvilleMayor Kim McMillan has sent a letter to the local legislative delegation, requesting that they seek an opinion from the state Attorney General about the Power Board’s recent hiring of former Clarksville Mayor Johnny Piper as superintendent of Clarksville Department of Electricity.

“This is the first step in answering the question of whether the action of the Power Board violates the current city law that requires elected officials to wait a year before being hired by the city or if the state statute that formed the Power Board supersedes the ordinance,” McMillan said.”We need to first know the legalities before we proceed any further.”

McMillan, whose term as mayor began Saturday, said she is making the request because of concerns she has heard from various people since the Power Board voted Dec. 29 to offer Piper the position. She pointed out that she had no authority to take any action until she became mayor.

The mayor spoke with Sen. Tim Barnes on Saturday about the letter, and he said he would relay the information to other members of the delegation as they were to travel to Michigan today to visit the Hemlock Semiconductor plant there.

McMillan also reiterated her position on the matter, which she expressed in a Dec. 6 news release, that she did not think the hiring was a good idea because it “flies in the face of the city ordinance.”
