Clarksville City Council Executive Session and Comments for January 26th

Clarksville City Council - Ward 10Clarksville, TN – You will note in Section 9 (New Business), Item #3, the Mayor has again brought forth an effort to change one section in the current (outdated) City Charter. The change deals with removing a section of the charter that (in its strictest interpretation) would not allow those to do business with the city to be on any board, commissions or authorities.

This issue was voted on at the last regular council session (January 2012) and did not get the required 2/3s approval for submission to the state legislature. The Mayor is complaining that she cannot find people in Clarksville with particular skills such as architects, lawyers, engineers, accountants and design professionals that don’t do business with the city.

I would say the mayor isn’t looking too hard beyond those she may know personally. If readers recall, during the rework of the CDE board the mayor did not recommend anyone for the board with an engineering, telecommunications, internet, or other electronic/communications background (remember CDE now provides cable, phone and internet services and has had its share of problems in these areas).

When  I suggested that such a person be placed on the board the mayor stated she would not know where to find such a person and dismissed the idea. I found that interesting since I have known about a couple of dozen folks that would fit that capability.

We have items in the charter that are not allowed by current state law, yet our charter worry is about a locally made issue our city can’t see to handle and fix. The city has made a mountain out of a molehill on this topic. The initial problem or question that started all of this was on the county government side, not city.

The simple fix is to go find and ask the people of Clarksville who have no business interests in the city, but have the required skill sets to help their community.  I’ll bet we could find one or two if we looked real hard.

I’ll write more comments and thoughts on charter issues for your consideration a bit later.
