Clarksville, TN – A 23-year-old Palmyra man was arrested and jailed in Clarksville charged with vehicular homicide and tampering with evidence three days after the boat he was driving on the Cumberland River in Clarksville struck and killed a 21-year-old woman.
Bond has been set at $403,000 for Douglas Jackson of Vernon Creek Road in Palmyra, a community in Montgomery County, after officers for the Tennessee Wildlife Resources Agency arrested him this morning.On Saturday, Stephanie Burns of Clarksville died from wounds created by the propeller of the 18-foot outboard/inboard boat Jackson was driving.
In addition to the more serious charges, Montgomery County wildlife officers also cited Jackson for boating without a license, boating without a registration, and contributing alcohol to individuals under the age of 21.
In addition to the fatal injuries to Burns, the boat also struck and injured 20-year-old Aaron Skyler Santoyo, also of Montgomery County. There were two other occupants in the boat—one 21 and the other 30–but neither of them sustained injuries.
The TWRA is continuing to investigate the accident.
