Planning advisory panel deals with growth plans

City of Clarksville - Clarksville, TNClarksville, TN – Tennessee Govenror Bill Haslam has appointed Clarksville Mayor Kim McMillan to a four-year term on the Local Government Planning Advisory Committee.

The committee, which is part of the Tennessee Department of Economic and Community Development, reviews and approves county growth plans, which are required of all Tennessee counties except those with metropolitan governments.

The committee also has the duty to exercise specified powers over regional planning commissions provided for in the state code.

“I am very excited that Governor Haslam has appointed me to the Local Government Planning Advisory Committee,” Mayor Kim McMillan said. “This committee is responsible for oversight of growth plans and planning and zoning commissions across Tennessee. This is important work, and I look forward to representing Clarksville and Middle Tennessee in this role for the next four years.”

State law requires all Tennessee counties and their associated cities to develop countywide growth plans, except counties with metropolitan governments. These plans are developed and recommended by coordinating committees and submitted to county commissions and city councils. Counties and cities may either reject or ratify those plans.

Ratified plans are submitted to the state’s Local Government Planning Advisory Committee, housed in the Tennessee Department of Economic and Community Development, for approval.

The plans establish Urban Growth Boundaries for cities. They may also establish Planned Growth Areas and Rural Areas outside city boundaries.

Once adopted, the growth plans, which are based on 20-year growth projections, do not expire but may be revised following the same process that created them.
