City of Clarksville’s Sylvia Skinner honored as Clerk of the Year

City of Clarksville - Clarksville, TNClarksville, TN – City of Clarksville Clerk Sylvia Skinner was named Clerk of the Year by the Tennessee Association of Municipal Clerks and Recorders during its fall conference.

“I am proud to represent the City of Clarksville and I appreciate Mayor (Kim) McMillan’s nomination for the award,” Skinner said. “TAMCAR is a wonderful organization with many outstanding members and I am honored to be recognized.”

As City Clerk, Skinner’s duties are far-reaching, and the Clerk of the Year designation is the field’s most prestigious honor. Skinner, who has been with the City for more than 30 years, leads the City’s legislative department.

Her responsibilities include being the direct liaison to the Mayor and City Council for all legislative business; maintaining the City Charter and Code; managing the agenda for City Council and committee meetings; and recording and transcribing all City Council meetings.

“Sylvia is a model of professionalism and keeps the process of government running smoothly at City Hall,” Clarksville Mayor Kim McMillan said.

“She has worked with a number of Mayors and dozens of City Council members over the years, and all of us will tell you that Sylvia does a great job for the elected leaders, department heads and all the citizens of Clarksville. She applies the highest standards of integrity and transparency to City government, and makes sure things are done properly, on time, and with the utmost quality,” stated Mayor McMillan

TAMCAR, which announced the award September 19th, 2018 is a professional organization dedicated to the advancement of municipal clerks. TAMCAR encourages clerks to continue their professional growth and development through continuing educational opportunities.
