The national effort is mandated by the U.S. Department of Housing and Urban Development (HUD) to estimate the number of Americans, including Veterans, without safe, stable housing.

It is one of the tools used to assess progress each year toward VA’s priority goal of ending homelessness among Veterans.

HUD requires that Continuums of Care, which are local planning bodies such as the Clarksville Office of Housing and Community Development that coordinate homelessness services in a geographic area, conduct an annual count of people experiencing homelessness. These include people who are in emergency shelter, transitional housing, and Safe Havens on a single night in January. Each count is planned, coordinated, and carried out locally.

Results of the January 2020 count reflect national snapshots of homelessness through the end of 2019.
