Austin Peay State University (APSU)
Clarksville, TN – The Austin Peay State University (APSU) Board of Trustees hosted its winter meetings on November 29th and 30th, 2018 on the APSU campus.
The Board’s Academic Policies and Programs/Student Life Committee, Business and Finance Committee, Audit Committee and Executive Committee all met on Thursday, with the full board convening on Friday morning.

During Friday’s meeting, the Board approved the following items:
- Three changes were made to Austin Peay’s undergraduate admission policy (Policy 2:038).
- The state of Tennessee funds students who have earned a minimum of a 3.0 high school GPA to enroll in dual enrollment courses. Policy 2:038 was revised to align with the 3.0 high school GPA, thus reducing the APSU minimum GPA for dual enrollment from a minimum 3.2 high school GPA to a minimum 3.0 high school GPA.
- Admission requirements were added to the University’s certificate programs.
- APSU publishes Policy 2:038, and the policy language is also published in the Undergraduate Bulletin. APSU does not have a companion policy for graduate admissions. To be consistent at the graduate level, Policy 2:038 was revised to include graduate admissions in the policy name and the policy language.
- APSU has a policy on undergraduate academic retention standards (Policy 2:010), but the University did not have a companion policy for graduate academic retention standards. To maintain consistency at the graduate level, Policy 2:010 was revised to include graduate academic retention standards in the policy name and the policy language.
- The University’s proposed 2018-2019 budget was revised from $153,394,700 to $154,954,000. The original budget, submitted to the Tennessee Board of Regents in May 2018, included a variety of estimates. The revised budget is based on new information, such as the impact of Austin Peay’s fall enrollment.
- University Policy 1:021 was revised to comply with state legislation that calls for refunding tuition for military reserve and national guard personnel called to active duty.
- A list of factors was developed for University officials to consider whenever they are looking to increase tuition or mandatory fees. The list includes:
- Tennessee Higher Education Commission (THEC) binding tuition and mandatory fee increase ranges;
- Level of state support;
- Total cost of attendance;
- Efforts to mitigate the financial effect on students;
- Higher Education Price Index (HEPI);
- Other factors deemed appropriate by University administration such as:
- Student demand;
- Campus enrollment goals;
- Market factors;
- Cost factors related to general campus operations, programs of study, or
- Individual courses.
The APSU Board of Trustees will host its next meeting this spring.
