Clarksville Mayor Joe Pitts selects James Halford as Chief of Staff

City of Clarksville - Clarksville, TNClarksville, TN – James Halford Jr., a lifelong Clarksville resident and former Director of Strategic Planning at Fort Campbell, has been named Clarksville Chief of Staff by City of Clarksville Mayor Joe Pitts.

Chief of Staff is the top administrative position in Clarksville’s Mayor/City Council form of government, and works to advise the Mayor, supervise staff in the Mayor’s office, and plan and direct operational programs and projects.

Halford comes to the job with extensive experience in systems and organizational analysis, strategic planning and management, and leadership development. As Director of Strategic Planning at Fort Campbell, Halford was responsible for planning, developing, and deploying the garrison’s strategic plan and strategy.

“James has been a trusted friend for more than a dozen years, and he was a natural choice for Chief of Staff,” Mayor Pitts said. “He has held important positions in government and the military, and he’s been a dedicated leader in a number of Clarksville organizations. I’m confident that James is going to do a great job as our Chief of Staff.”

Locally, Halford serves on the Clarksville-Montgomery County Airport Authority Board of Directors and has been a member of the Matthew Walker Comprehensive Health Clinic board since 2012. He also has served on the Clarksville Housing Authority and the Clarksville Human Rights Commission.

“I count it a blessing and an honor to be able to serve my hometown,” Halford said of his new role as Chief of Staff.

Halford is an honors graduate of Tennessee State University with a bachelor’s degree in Business Administration and Management. He holds a master’s degree in Business Administration, with honors, from Southern Illinois University. He is also a graduate of Vanderbilt University’s Owen Graduate School of Management Leadership Development program.

Additionally, Halford is a certified quality and planning facilitator, conducting seminars on a variety of business and management subjects, and is a member of the University of Phoenix online faculty.

Halford is a veteran U.S. Air Force pilot and instructor, having logged nearly 2,000 hours of flight time in a variety of jet aircraft during his active service from 1975 to 1981. He was chosen to go to Washington, D.C., and Andrews Air Force Base to serve as a special air missions pilot in the presidential wing.
